Allow File Attachments for Discussion

By default, students are NOT allowed to attach files to a Discussion post. If you would like to allow students to post to Discussions, you'll need to change the settings. Note that changing the setting will allow students to attach files to all the Discussions in that course.

In your course, click Discussions

Click the Settings icon.

Check the Attach files to discussions checkbox.
